Elegear J. Primus serves as Executive Vice President and Chief Growth Officer for American Sanitary Products, Inc. and Impact Diversity Solutions, where he brings more than 30 years of leadership across federal contracting, acquisition, program management, logistics, and business development.

He came to ASP from the other side of the table. As Deputy Associate Executive Director of the Department of Veterans Affairs Strategic Acquisition Center, Primus helped build and lead an organization of more than 200 acquisition professionals responsible for awarding over $7 billion annually in medical supplies, services, systems, and equipment. He was selected to oversee acquisition and contract administration for the VA's landmark $121 billion Veterans Community Care Network initiative, and he helped implement the VA's national Medical/Surgical Prime Vendor program. Few people in this industry understand federal procurement at that scale, and fewer still have built it from the inside.

Primus is a retired U.S. Air Force Lieutenant Colonel who served as a Contracting Squadron Commander and held an Unlimited Contracting Officer Warrant. He holds degrees from Syracuse University and Troy State University and is a graduate of Harvard Kennedy School's Senior Executive Fellows Program.

Beyond his work at ASP, Primus chairs the Board of Directors for the National Veteran Small Business Coalition's Hampton Roads Community of Interest and serves as Executive Director of the Chesapeake Virginia Beach Achievement Foundation, which funds scholarships and youth mentorship. He is a dedicated mentor to the next generation of leaders and, when the calendar allows, a serious cyclist.
