SDVOSB Set-Asides, Explained: How Contracting Officers Meet Socioeconomic Goals Without Adding Risk

Every federal contracting officer carries two obligations at once: get the requirement filled correctly, and help the agency hit its socioeconomic contracting goals. Service Disabled Veteran Owned Small Business set-asides are one of the few tools that satisfy both at the same time, and they remain underused mostly because the mechanics are less familiar than open competition. Here is the short version.

What SDVOSB certification actually means

An SDVOSB is a small business that is at least 51 percent owned and controlled by one or more service-disabled veterans. The status is not self-declared window dressing: verification runs through the federal certification process, and for VA procurement the designation has historically been verified through the VA's Center for Verification and Evaluation (CVE). A verified SDVOSB has had its ownership, control, and veteran status examined and documented.

For a buyer, that means the socioeconomic credit attached to the award is defensible. The homework has been done before the solicitation is drafted.

How the set-aside mechanics work

A contracting officer can restrict competition for a requirement to SDVOSB firms when there is a reasonable expectation that two or more verified firms will bid at fair market prices. Below certain thresholds, sole-source awards to a single verified SDVOSB are also available. At the VA, the Rule of Two makes veteran-owned set-asides not just permitted but prioritized: when two or more capable veteran-owned firms exist, the VA is required to consider setting the requirement aside for them first.

The practical effect: routine requirements — janitorial supply, medical consumables, facility products — can move through a set-aside faster than a full-and-open competition, while advancing the agency's SDVOSB participation goal at the same time.

Set-asides move routine requirements faster than full-and-open competition.

How to verify a vendor in minutes

  • Confirm active SAM.gov registration and check the small business certifications listed on the entity record
  • Confirm SDVOSB certification status in the federal veteran small business certification database
  • For products, check whether the vendor holds a GSA Schedule or GSA Advantage catalog, which means pricing and terms are already negotiated
  • Ask for a capability statement: a one-page summary of certifications, codes, past performance, and points of contact

Where ASP fits

American Sanitary Products has supplied federal agencies since 1991 and is a certified SDVOSB, an NMSDC-certified Minority Business Enterprise, a VIP National Center graduate, and a GSA Advantage contract holder, with a three-decade relationship with the Department of Veterans Affairs. For a contracting officer, that combination means one vendor can satisfy a requirement, advance two socioeconomic categories at once, and do it through a purchasing channel that already exists.
